NHS - NEL Integrated Care Board

The North East London Integrated Care Board (ICB) is responsible for planning, commissioning and improving health services for a population of over two million residents across seven London boroughs. The environment is fast-paced, data-driven and highly collaborative, requiring strong governance, cross-partner coordination, and effective delivery of programmes that support community health outcomes and frontline care.

Head of PMO & Transformation

As Head of PMO, I established the full project, programme and portfolio management capability for the Data Services directorate. My remit included designing governance, creating delivery frameworks, setting up the monthly Portfolio Board, building reporting structures, and leading the PMO team responsible for managing demand, tracking progress and supporting both internal and external customers.

I implemented a complete PMO toolkit, introduced prioritisation methods, streamlined processes across all teams, and created operational structures that improved consistency, transparency and delivery confidence. I also represented Data Services at the ITIL Change Advisory Board (CAB), ensuring all changes across Snowflake, data pipelines and platforms adhered to risk and stability standards.

Working closely with the Information Governance (IG) team to understand these processes and required documents for processing of data, e.g. DPIA and DARS and working with the team, I managed to take these processing times from 12 weeks down to 6 weeks.

Over time, I led the delivery of major data, analytics and AI programmes, guided the creation of more than 100 dashboards and large-scale data extracts, and shaped the directorate’s long-term PMO strategy. My leadership contributed significantly to improved customer engagement, better decision-making and a more predictable, scalable delivery environment.

Specific Deliverables

Designed and implemented the complete PMO capability for Data Services, including governance structures, delivery frameworks, templates, RAID processes, and a full PMO toolkit used across all programmes and projects.

Created the monthly Portfolio Board and reporting framework, enabling senior leaders to prioritise work, manage risk, and maintain clear visibility of progress across 50–70 active initiatives.

Led the PMO team in delivering over 100 Snowflake data extracts and Power BI dashboards for commissioners, borough partners, ICS stakeholders and external customers — improving population health insight and operational decision-making.

Streamlined workflows, delivery routines, approvals, change processes, and planning cycles across the directorate — reducing inefficiencies, improving throughput and increasing delivery predictability.

Reviewed and governed technical changes across Snowflake, pipelines and production data platforms, ensuring all changes were risk-assessed, compliant and aligned to availability and stability standards.

Created a three-year PMO strategy outlining maturity improvement, automation opportunities, customer engagement models, and capability development plans to evolve the directorate’s delivery function.
